The Romulans
The Romulan, and Terran Empires have always been a mutual and opposite match for the other. Militarily, and in clandestine operations, neither could gain the upper hand on the other. That didn’t stop either side from trying, and a cold-war status was eventually in place. Neither could destroy the other, but neither could they simply accept the other.
The Neutral Zone was an agreed buffer - officially neither side could enter, but unofficially, it was a place where the rules did not apply. Operatives, or military assets - if discovered - would be disavowed, rather than the government admit to doing anything that could be seen as a reason for another bloody, and costly war. At least until such a time as one side could confidently have the upper hand to win the ensuing war.
It was a stale-mate that left everyone unhappy.
The Klingon Empire
The Klingons are an aggressive, militaristic nation, no matter the universe. Threatened by increasing Terran expansion, and emboldened by the recent destruction of Earth, the Klingons are taking advantage of current Terran disregard for border security, launching a campaign to claim several key border worlds, in an attempt to bolster their supplies, and increase their own might.
Chancellor K'Tok sits atop a High Council, solid in a number of victories. Though it is rumoured that a knife or two may be mere inches from his back, should those victories slow.
The Cardassians
The Cardassian Union, a mis-managed, and inept government attempted to expand its territory into that of the Terran Empire. Beaten back by superior technology, the Terrans saw no victory in totally crushing the Cardassians - it was too large an area to control, and the insurrection efforts of the Cardassians would have been too much to continually deal with on an on-going basis.
Instead, the Terran’s took a more indirect approach to crushing their enemy. They turned to the Ferengi Commerce Alliance, a quasi-government that did what it was told, in exchange for using Terran space, station facilities, and contacts.
The FCA applied such a strangle-hold on the Cardassians that they could not even feed all of their people. Broken, resigned, and ever under the oppressive boot of their own ineptitude, the Cardassians were never a real threat, merely an occasional nuisance.
